On November 16, 2023, the Parliament of Georgia adopted the Law of Georgia “On National Spatial Data Infrastructure.” The adoption of this law was driven by the need to establish the national spatial data infrastructure (NSDI), ensure its functioning and development, and define national standards for spatial data and metadata, as well as for data formats and the collection, storage, updating, and sharing of digital information. It also aims to define the strategic goals, objectives, and priorities of the country’s unified geoinformation policy.
Under the Law of Georgia “On National Spatial Data Infrastructure,” the LEPL National Agency of Public Registry, operating under the Ministry of Justice of Georgia, has been designated as the coordinator. Among its responsibilities, it is tasked with developing a four-year NSDI strategy and an annual action plan, to be submitted to the Government of Georgia for approval and presented to the Coordination Council. For this purpose, the LEPL National Agency of Public Registry, in accordance with the “Rule on the Development, Monitoring and Evaluation of Policy Documents” approved by Resolution No. 629 of the Government of Georgia dated December 20, 2019, has developed the draft Strategy for the Development of the National Spatial Data Infrastructure (NSDI) of Georgia for 2025–2028 and the 2025 Action Plan, and submitted them to the National Spatial Data Infrastructure Coordination Council.
The Strategy reflects the activities to be implemented over the next four years, through which public institutions, in cooperation, will develop the National Spatial Data Infrastructure to ensure that any person can have simplified access to spatial data through up-to-date and standardized data, functionally interoperable technologies, services, and best practices in data management. To ensure the legitimacy, credibility, and effectiveness of the policy process, the involvement of stakeholders and the wider public is of essential importance. Therefore, it is important to gather feedback from the broader public on the Strategy’s goals, objectives, and planned activities.

Following the collection of submitted comments, opinions, and recommendations, the next stage will involve analyzing the received inputs and preparing an analytical report on the entire consultation process. As a result, the updated Strategy and Action Plan will be submitted to the Government of Georgia for approval.
The draft Strategy and Action Plan will remain open for public consultations until January 22, 2025 (inclusive).
