The systematic land registration reform, implemented by the National Agency of Public Registry (NAPR) under the Ministry of Justice of Georgia since 2022, was completed on January 1, 2026
As of December 1, 2025:
· The state has surveyed 2,094,707 land parcels free of charge for the citizens of Georgia, with a total area of 1,101,570 ha;
· 1,469,581 citizens have become landowners;
· As a result of cadastral surveying works carried out by the NAPR, cadastral coverage exceeded 95%.
All applications for land parcel registration submitted by citizens of Georgia at the Public Service Halls, local authorities, or via the web portal (slr.napr.gov.ge), as well as those to be submitted before the completion of the reform, will be reviewed by the NAPR in the following year in accordance with the legislation governing the systematic registration reform, and the services will be provided by the law free of charge.
If interested parties were unable to benefit from the systematic land registration reform during 2022-2025 due to objective reasons, they will have the opportunity, starting from January 1, 2026, to submit a request for land registration to the NAPR under the sporadic registration procedure.
Please note that the National Agency of Public Registry has been implementing the systematic land registration reform across the country (except self-governing cities), covering 59 municipalities.
