In 2004, a new legal entity of public law under the Ministry of Justice of Georgia - the National Agency of Public Registry (NAPR) was established, which was an important step in the development of the immovable property market.
NAPR as the legal successor of the State Department of Land Management was transferred the function of land management and the archives of the Technical Inventory Bureaus. However, NAPR inherited some problems: no working infrastructure existed for the proper functioning of NAPR, there was no organized legislative basis and NAPR lacked qualified and reform-minded staff, which led to a poor service.
The comprehensive reforms were implemented for the creation of a customer-oriented, transparent, safe and unified registration system. The main purpose of reforms implemented in legislative, institutional, administrative and technological directions was to simplify the registration procedures.
Successful reforms of NAPR over the time have resulted in the enlargement of its functions:
In 2005, the function of registration of public-law restrictions on property (seizure, injunction) was transferred to NAPR.
In 2007, the function of registration of tax lien/mortgage on property was transferred to NAPR.
In 2009, the function of registration of movable and intangible property rights (pledge, lease) was transferred to NAPR.
In 2010, the function of registration of entrepreneurs and non-entrepreneurial legal entities was transferred to NAPR.
In 2011, the functions of implementing geodetic and cartographic activities and maintenance of Address Registry were transferred to NAPR.
In 2012, the function of registration of political associations (parties) of citizens was transferred to NAPR.
In 2013, NAPR was tasked to coordinate the creation, implementation and development of national spatial data infrastructure (NSDI) in the country.
In 2014, the function of registration of municipalities was transferred to NAPR.
In 2016, NAPR was authorized to assign a number to a geographic feature, apartment or other features throughout Georgia and to maintain the Registry of Economic Activities.
In 2016, the function of registration of economic activities was transferred to NAPR.
In 2016, at the initiative of the Ministry of Justice of Georgia, a large-scale land registration reform was launched in the country, which was carried out in two ways: sporadically and systematically. NAPR, an administrative entity, has become a reliable partner and advisor to the citizen in the land registration process.
In 2022, NAPR launched a Systematic Land Registration Reform. As part of the reform, 1.2 million hectares of land will be registered systematically in 59 municipalities of the country (except for the self-governing cities and occupied territories) and complete cadastral data will be created over a period of 3 years.
