A citizens' political union is a voluntary and independent association of citizens, established on the basis of common ideological and organizational principles in accordance with legislation, and operating within the framework of the Constitution of Georgia and applicable laws.

The establishment and operation of a citizens' political union are prohibited if its purpose is to overthrow or violently change the constitutional order of Georgia, undermine the country's independence, violate its territorial integrity, or if it promotes war or violence, or incites national, regional, religious, or social hatred.

The authority responsible for the registration of a citizens' political union is the LEPL — National Agency of Public Registry. Party registration also includes tax registration.

The registration of a citizens' political union refers to the recording in the Registry of Citizens' Political Unions (Parties) of data related to the establishment of a party, changes to its statute and other registered information, as well as, in cases provided for by law, the termination of its activities, based on the adoption of an appropriate decision on registration.

The following documents shall be submitted for the registration of a citizens' political union:

1. An application for party registration, signed by the party's manager(s);
2. Minutes of the founding congress of the party, notarized by a notary;
3. A list of at least 1,000 party members, indicating their first and last names, date of birth, ID number, place of employment, residential address, and telephone number, along with their signatures. This information must also be submitted in electronic form (in a spreadsheet format such as xlsx, csv, or similar; UTF-8 encoding), enabling the registration authority to process the data using information technologies. The electronic version must correspond exactly, in order and accuracy, to the hard copy;
4. The party's statute;
5. A certificate indicating the party's legal address and telephone number;
   
   A certificate on the party's legal address and telephone number implies data confirmed by a notarized consent of the owner of the relevant legal entity's premises and the holder of the telephone number, or a duly executed agreement on the use of the premises and the telephone number. The legal address must be indicated in accordance with the procedure established by the legislation of Georgia, at which written notifications (correspondence) can be delivered.
6. Notarized specimen signatures of the person(s) authorized to represent the party;
7. Sketches/images of the party's seal, emblem, and other symbols, if such are used;
8. A document confirming payment of the registration fee.

The registration documentation for a citizens' political union must be submitted in one copy.

The documentation for the registration of a citizens' political union must be submitted within 7 (seven) days from the date of the founding congress.

The statute of a citizens' political union must include:

1. The name of the party, as well as its abbreviated name, if applicable;
2. Legal address;
3. Objectives (goals) of activity and the forms of their implementation;
4. Rules and conditions for admission to membership and termination of membership;
5. Rights and obligations of members;
6. Organizational structure;
7. The procedure for establishing governing, executive, and supervisory bodies, their competencies, and terms of authority;
8. A list of officials authorized for general and special representation, and the scope of such representation;
9. Sources of property formation and rules for its use;
10. Procedures and conditions for making amendments and additions to the statute;
11. Grounds for termination of activities (including rules for reorganization and self-liquidation);
12. Description of symbols, if any are used.

The statute may also include other provisions related to the party's activities, provided they do not contradict applicable legislation.

The following documents must be submitted for the registration of changes to a citizens' political union:

1. An application for registration of changes, signed by the party's manager(s);
2. Minutes of the party congress, notarized by a notary;
3. The party statute with amendments (consolidated version);
4. Notarized specimen signatures of the person(s) authorized to represent the party;
5. In case of a change of the party's legal address — a certificate indicating the new legal address and telephone number;
   
   A certificate on the party's legal address and telephone number implies data confirmed by a notarized consent of the owner of the relevant legal entity's premises and the holder of the telephone number, or a duly executed agreement on the use of the premises and the telephone number. The legal address must be indicated in accordance with the procedure established by the legislation of Georgia, at which written notifications (correspondence) can be delivered.
6. In case of changes to the party's seal, emblem, or other symbols — sketches/images of the updated seal, emblem, or other symbols, if such are used;
7. A receipt confirming payment of the registration fee for the changes.

The documentation for registering changes to a citizens' political union must be submitted within 10 days from the date of the party congress.

A decision adopted based on amendments to the statute of a citizens' political union takes effect only after such amendments are registered.

The National Agency of Public Registry shall decide on the registration of a party within one month from the submission of the registration documentation.
